Section 4-11 of the Broward County Animal Care Ordinance (Chapter 4) makes it unlawful to allow a dog to be off the owner's property unless the dog is on a leash of not more than 8 feet in length, held by a competent person. The only exceptions are officially designated off-leash dog parks (such as Markham Park, Snyder Park, Quiet Waters Park Bark Park, and Easterlin Park) and participation in approved training or competitive events. The leash requirement applies on public sidewalks, streets, parks, beaches, and common areas of multi-family communities. Dogs at large may be impounded by Broward County Animal Care. Section 4-12 sets a separate standard for dangerous dogs, which must be confined and muzzled in public per FL 767. Sea turtle beaches (March 1 - October 31) prohibit dogs entirely, leashed or not, under FL 379.2431. Waste must be picked up under Section 4-14. Repeat off-leash violations can escalate to nuisance animal classification under Section 4-8.
First offense: $50 fine. Repeat offenses: up to $500. Dogs at large may be impounded; redemption fees apply. Dangerous dog classification may trigger higher penalties.
