5.1.106: DOGS AT LARGE: A. Any licensed dog who is kept at all times under the direct supervision of a person of sufficient age to restrain and control such animal via direct voice control. C. Except as otherwise provided in this article, a violation of this section shall constitute a civil violation subject to the civil penalty set forth in subsection 5.1.111A of this article.
