Under Coweta County Code section 10-81(b), whenever a dog is off the owner's premises it must be controlled by a leash no more than six feet long, held by a competent person at least 14 years of age and strong enough to control the dog. Owners must also prevent any animal from running at large on streets, sidewalks, parks, or another's property. Section 10-81(a) bans tethering a dog to a fixed object or ground stake as its restraint, allowing only a supervised trolley system for limited hours. Every dog, cat, and ferret over three months must be vaccinated against rabies (§ 10-57), consistent with Georgia law O.C.G.A. § 31-19-5. Coweta County Animal Services enforces the chapter.
