Texas counties cannot enforce a countywide leash law in unincorporated areas. Inside cities the city code controls: Pearland requires dogs restrained on a leash or confined. The county does enforce state dangerous-dog restraint rules.
Brazoria County has no general zoning or leash authority in the unincorporated area, so a routine off-leash dog on private property is a city matter, not a county one. In Pearland, an animal in any public park or facility must be leashed (six-foot max) or otherwise physically restrained. Statewide, an owner who learns a dog is a declared dangerous dog must, within 30 days, restrain it at all times on a leash in immediate control of a person or in a secure enclosure and carry $100,000 liability coverage (Health & Safety Code 822.042). The county sheriff and animal control enforce that dangerous-dog restraint requirement.
Pearland public-place at-large violations are a municipal citation. Failing to restrain a declared dangerous dog under Sec. 822.042 lets a court order seizure and, after 11 days of noncompliance, humane destruction.
