Under Wis. Rock County itself does not impose a single countywide leash ordinance for all residents; leashing, tethering, and at-large rules are adopted by each municipality (Janesville, Beloit, Edgerton, Milton) and the towns. The county's clear role is dog licensing through the County Clerk and enforcement in unincorporated areas.
An officer must attempt to capture any at-large or untagged dog; impoundment fees and municipal citations apply. Owner is strictly liable for damage the dog causes.
