Under N.J.S.A. 4:19-15.2, any person who owns, keeps, or harbors a dog of licensing age (seven months, or possessing permanent teeth) must apply to the municipal clerk for an annual license and metal registration tag. New Jersey has no statewide leash statute; each municipality (Paterson, Clifton, Passaic, Wayne, West Milford, etc.) adopts its own running-at-large restraint under home-rule authority. Passaic County-owned parks such as Garret Mountain Reservation and Rifle Camp Park require dogs to be kept leashed. County parks are open sunrise to sunset. Check your municipal animal-control chapter for the specific leash length and off-leash prohibitions.
Unlicensed dogs and at-large violations are enforced by the municipal animal-control officer; fines and impoundment are set by local ordinance. Park leash violations are enforced by county park rangers.
