In unincorporated Knox County, the county animal-control ordinance (Municode Chapter 6 / American Legal Chapter 94) requires owners to keep dogs confined to their premises or under direct control; a loose dog is subject to impoundment. Enforcement is handled by Young-Williams Animal Center (Knox County Animal Services). Tennessee law reinforces this: under TCA 44-8-408 the owner commits an offense when a dog goes uncontrolled onto another person's premises or onto a highway, road, street, or place open to the public. Inside Knoxville or Farragut, the city or town leash ordinance applies instead.
Loose dogs may be impounded by Young-Williams; owners pay impound/reclaim fees. Under TCA 44-8-408 a first violation is a Class C misdemeanor, escalating if injury results.
