In unincorporated Yuba County, no owner may let any animal run at large on streets, public places, or another person's lot. Off its own property a dog must be either under the owner's immediate control or restrained by a leash not exceeding eight feet. Yuba County Code 8.05.310 makes a violation an infraction; Animal Care Services enforces it.
Yuba County Code Chapter 8.05 (Animal Care Services) governs unincorporated areas of the county - not the cities of Marysville or Wheatland or Beale AFB. Section 8.05.310 ("At large animals") states that no person owning or having control of any animal, livestock, or poultry shall permit it to stray or run at large on any public street, other public place, any enclosed private lot belonging to another, or any unenclosed private place, except livestock on open range. Whenever an animal (other than a working animal) is off its owner's property it must either be under the control and in the immediate presence of the owner or caretaker, or - if it is a dog - be restrained by a leash not to exceed eight feet in length or be under the owner's control. A female dog in heat must be confined so it cannot contact other dogs except for planned breeding. Animals (except guide, signal, and service dogs under Civil Code 54.1, and law-enforcement animals) are barred from county-owned or leased public buildings. A violation of 8.05.310 is an infraction. Yuba County Animal Care Services, part of the Sheriff's Office, provides field enforcement only in the unincorporated areas.

Under the chapter's penalty section 8.05.410, infractions carry a fine of $100 for a first offense, $200 for a second offense within one year, and $500 for a third or subsequent offense within one year, per animal per incident. Animal Care Services may also take up (impound) any animal found at large.
