Anoka County's cities set leash rules, not the county. In Blaine, all dogs must be kept under restraint (control and on a leash) at all times. Coon Rapids makes it unlawful to let a dog run at large; leashes may not exceed six feet.
Minnesota cities regulate dogs at large under their police power; the county governs only unincorporated townships. Blaine Sec. 14-106 requires every dog kept under restraint at all times, and Sec. 14-1 defines restraint as "under control and on a leash." An unattended dog on another's property without consent is at large even if leashed. Coon Rapids Sec. 6-114 makes it unlawful to allow a dog to run at large, and defines running at large as off the owner's premises and not under custody by a leash, cord, or chain of no more than six feet. Off-leash is allowed only in city-designated dog parks.
Coon Rapids: a first at-large offense is a petty misdemeanor; a repeat within 12 months is a misdemeanor. Blaine violations are misdemeanors and dogs at large may be impounded.
