AT LARGE means an animal is off the premises of its owner and on any public street or alley, school grounds, a public park, or other public grounds or on private property without the permission of the owner or person in lawful control of the property. An animal shall not be deemed to be at large if: a. It is attached to a leash not more than 6 feet in length which is of sufficient strength to restrain the animal and the leash is held by a person competent to govern the animal... UNLAWFUL. No owner or caretaker of any animal may permit or suffer the animal to be at large.

City Code § 78-19-1 makes it unlawful for an owner or caretaker to permit any animal to be at large, and any animal found loose is presumed to be there with its owner's permission. Section 78-1-4 defines "at large" as being off the owner's premises on a public street, alley, school ground, park, or private property without permission, unless the dog is on a leash no more than 6 feet long, strong enough to restrain it, held by someone able to control it. A dog properly confined inside a vehicle, or a compliant registered dangerous animal, also isn't "at large." Neighbors can file a written complaint with the health commissioner, who notifies the owner in writing before the city attorney pursues prosecution for repeat violations.
