On the owner's own property, a dog is still 'at-large' unless leashed under a competent adult's control or confined by a secure fence or enclosure. Exceptions cover hunting, agricultural or ranching tasks, competitions, shows, or a recognized dog park while properly supervised. Cities such as Kissimmee and St. Cloud set their own leash rules within their limits.
'At Large or Improperly Confined Animal' civil citations run $100 (1st), $200 (2nd), $300 (3rd), $400 (4th) plus a $5 FS Ch. 828 surcharge; escalates with mandatory court appearance if it causes injury or property loss.
