Pittsburgh regulates dogs in public under City Code Title VI, Chapter 633 (Animal Control). Section 633.04 requires every dog off the owner's property to be on a leash no longer than six feet, held by a person physically capable of controlling the dog. The rule applies in city parks, sidewalks, streets, and any other public space. Off-leash play is permitted only at city-designated off-leash areas β currently Frick Park's Upper Frick Dog Park, Riverview Park, and Bernard Dog Run in Lawrenceville, among others.
Pittsburgh also has an anti-tethering provision: dogs may not be tethered outside for more than 9 consecutive hours in a 24-hour period (with shorter limits in extreme heat or cold under Pennsylvania's Libre's Law, 18 Pa.C.S. Β§5532). Owners must immediately pick up and dispose of dog waste on any public or private property under Β§633.06.
State law (PA Dog Law, 3 P.S. Β§459-101 et seq.) requires every dog three months or older to carry an annual license issued by the Allegheny County Treasurer β $8.50 spayed/neutered, $16.50 intact β and to be currently vaccinated against rabies. Dangerous-dog determinations follow PA Dog Law Β§459-502-A and trigger insurance and confinement requirements.
Off-leash violation: $100β$300. Failure to pick up waste: $50β$300. Unlicensed dog: $300 plus PA Dog Law license back-fees. Excessive tethering: $300+ and possible Libre's Law summary charge. Dangerous-dog determinations require $50,000 liability insurance and a secure enclosure.
