' Commissioners Court adopted the rule as part of Court Order No. 10 on September 27, 1982, alongside the rest of Section 7's behavior rules for county parks. The provision has two parts: it first assumes some park areas may exclude domestic animals entirely, since it only covers 'those areas where such animals are permitted,' and it then fixes the maximum leash length at 6 feet for any dog, cat, or other domestic animal in an area where pets are allowed. 'At all times' leaves no exception for a fenced yard, a picnic table, or a moment off-leash to play fetch; the leash requirement runs continuously while the animal is in the park.

The section sets no separate fine schedule of its own, so a leash violation falls under the general park-rules penalty clause rather than any county-wide animal control ordinance, which does not reach unincorporated county parkland the way it reaches an incorporated city.
