Saline County, AR Animal Ordinances: Dog Leash Laws (2026)

02(4), adopted by Ordinance No. 2014-009, bars any owner, custodian or person with authority over a dog from allowing it to run at large anywhere within the boundaries of Hot Springs Village. A dog must be on a leash and under the restraint and control of its owner or a responsible person while on the community's common or limited common property, and every dog must be leashed on the Hot Springs Village trails. Dogs riding in the open bed of a vehicle must be kept from exiting the bed, and any dog taken out of a vehicle outside its owner's own property line must be leashed.

An untagged dog picked up at large is treated as a stray: enforcement holds it at a facility approved by the Property Owners' Association board, and if the dog's tag shows an owner's address, that owner gets at least five days' notice by phone, email or certified mail before the dog can be released for adoption or humanely euthanized. Owners reclaiming a stray must pay the POA's boarding and reclaiming fee on top of any other penalty. The ordinance carves out four exceptions to the leash rule: dogs entered in shows or competitions on designated grounds, dogs on private property with the owner's consent, working dogs used by law enforcement or by a disabled handler, and dogs riding inside an enclosed, parked or moving vehicle.
