NY Ag and Markets Law Section 124 authorizes municipalities to enact dog control laws. Saratoga Springs City Code Chapter 110 requires dogs to be leashed (max 6 feet) on all public property except the Congress Park off-leash area during designated hours. Clifton Park (Section 73-2) requires leashes on all streets, sidewalks, and town parks. Halfmoon, Wilton, and Malta have similar leash requirements. Saratoga Spa State Park, Moreau Lake State Park, and Saratoga National Historical Park each have their own leash rules (generally 6-foot leash required). Dog Control Officers (DCOs) appointed by towns enforce; the Saratoga County Animal Shelter in Ballston Spa impounds strays.
