Under Placer County Code Article 6.08 (Animal Control Regulations Generally), a dog is 'at large' when off the owner's premises and not under restraint by a leash, lead, or adequate enclosure. The required leash may not exceed 6 feet in length and must be of sufficient strength to restrain the dog and held continuously by a responsible person. Specific exceptions apply for dogs assisting in livestock work, accompanying a peace officer on duty, actively enrolled in and participating in a training or obedience class/exhibition/competition with property-owner permission, or accompanying a person engaged in legal hunting. Public Recreation Areas (Article 6.34 of the County Code) impose additional leash and clean-up rules; some County parks and the Tahoe National Forest impose separate dog rules. Incorporated cities (Roseville, Rocklin, Lincoln, Auburn) have their own leash laws.
