060 defines 'at large' for enforcement purposes: off the owner's premises, a dog is at large unless restrained by a leash of no more than six feet, held continuously by a person capable of controlling it, or confined in an adequate enclosure; on the owner's own premises, a dog is at large unless confined by adequate means or kept under the owner's immediate control. Four narrow exceptions exist. A dog is not at large while working as a guide, signal, or service dog under California Civil Code Sec.
