030(F)(3), located in the 'Prohibited Accessory Uses and Structures Within All Zone Districts and Use Types' subsection of the Accessory Uses and Structures chapter, prohibits barbed wire, electrified fencing, and razor wire, whether used in conjunction with a fence, wall, or hedge, or installed by itself, across every zone district and use type in the city, not just residential lots. The prohibition carries three narrow exceptions. The first allows barbed wire, electrified wire, or razor wire for security purposes in non-residential zones, but only where the wire is installed a minimum of six feet above the ground, keeping it out of reach at eye level and above.

The second exempts property zoned urban reserve that is still primarily used for agricultural purposes, reflecting the fact that barbed wire is standard fencing for grazing and crop land on the city's undeveloped edges. The third exception applies where a fence or wall of that type is required by a permit condition or by another law or regulation of the City or State. Outside those three situations, including on any residential lot in Roseville, a property owner cannot legally install barbed wire, electrified fencing, or razor wire on a fence, wall, or hedge, or run it as a standalone barrier.
