Roseville, CA Animal Ordinances: Chickens & Livestock (2026)

Section 7.36.010 of the Roseville Municipal Code bars keeping any goose or turkey outside an agriculturally zoned parcel, and caps every other combination of ducks, chickens, and pigeons at 10 birds total per property. Section 7.36.020 then requires that any outdoor coop or enclosure sit at least 20 feet from every property line, so a flock right up against a fence line is not code-compliant even if the bird count is legal. Rabbits get the identical 10-animal cap and 20-foot setback under Sections 7.36.030 and 7.36.040.

Larger livestock is governed separately by Chapter 7.28: hogs, pigs, and boars are prohibited citywide unless the property sits in an agricultural zone and the keeper holds a zoning-code use permit (§ 7.28.010). Anyone keeping five or fewer livestock animals of one kind must report the animal's type, description, location, and owner or keeper contact information to the animal control officer within five days of bringing it into the city (§ 7.28.020); keepers of more than five must file the same report without individual descriptions (§ 7.28.030).

General livestock enclosures must sit on agriculturally zoned land, inside a fence with at least three evenly spaced barbed wires whose top strand is at least four feet high and posts no more than 12 feet apart, with any shelter at least 150 feet from an adjoining building and 6,000 square feet of area per animal (§ 7.28.040). Horses, mules, donkeys, and goats get a narrow exception allowing them on non-agricultural lots created by a subdivision or parcel map recorded on or after April 1, 1974, provided the animal stays in a fenced enclosure at least 75 feet from any neighboring dwelling (§ 7.28.050).

The police chief can grant a special permit, carrying an annual fee set by council resolution, allowing animals or poultry outside these standard limits (§§ 7.36.100, 7.36.110).
