010 sets the threshold: no more than four dogs over the age of four months may be kept at or upon any premises or dwelling unit without first securing a kennel license from the animal control officer, and that four-dog cap applies regardless of how many people reside in the dwelling unit. To issue a kennel license, the animal control officer must confirm the property complies with the city's zoning code, that the lot is large enough to hold the anticipated number of dogs without disturbing or annoying neighbors, and that the applicant has submitted an animal natural disaster evacuation plan covering the kennel (Sec.

020). 020(D) flatly bars any kennel, licensed or not, on property zoned for residential use, so a residential lot cannot legally house more than four dogs at all. The license carries a separate fee set by council resolution, on top of the individual license fee still owed for every dog kept at the kennel (Sec. 030). The animal control officer can revoke a kennel license if the dogs are causing continual annoyance or disturbance to neighbors, are not receiving proper care, or if circumstances have changed so the premises is no longer suitable, and can attach reasonable conditions to a license instead of revoking it outright (Sec.

040, Sec. 050). A kennel owner whose license is revoked has 10 days from written notice to appeal in writing to the city clerk for a city council hearing (Sec. 040(B)).
