16 licenses dogs and cats together. 010 requires any dog or cat over four months old to be licensed, and Sec. 020 gives a new owner 30 days after acquiring the animal to apply, supplying the owner's contact information, the cat's breed, sex, color, age, and name, its spay/neuter status, its vaccine expiration date and treating veterinarian, and an emergency contact. 030 requires the application to include a certificate of a medically current rabies vaccination signed by a licensed veterinarian, though the animal control officer can waive that requirement if a veterinarian certifies vaccination would endanger the cat's health and the health officer concurs.

Once licensed, the owner receives a license and a serially numbered tag that must stay affixed to a collar worn by the cat at all times (Sec. 040). The fee is set by council resolution, and a certified altered (spayed or neutered) cat qualifies for half the standard license fee (Sec. 050, Sec. 060). Guide, signal, and service animals and animals owned by law enforcement or a government entity pay no license fee at all (Sec. 070). Licenses run 12, 24, or 36 months and expire on the rabies certificate's anniversary date, never outlasting the vaccination itself (Sec.

080). An owner who moves to Roseville with a cat already licensed elsewhere gets 10 days after taking up residency to transfer or replace that license (Sec. 085), and a license is never transferable from one cat to another (Sec. 130).
