Dogs must also be leashed on sidewalks, trails, beaches where dogs are permitted, and in all public parks outside designated off-leash zones. Service animals under the ADA are exempt from leash length rules only if a leash would interfere with the animals work, but must still be under handler control. Owners must immediately pick up and properly dispose of dog waste on public and private property per Chapter 8 sanitation provisions.
