(a)The owner/custodian shall keep their dog under restraint at all times. ... (c)No dog shall be permitted to be on school grounds or in a shopping area or similar public place unless on a leash at all times and is under the physical control of the owner or custodian whereas the dog is unable to make physical contact with, or attack other people or animals.
