Fargo Municipal Code Chapter 4 prohibits keeping wild, dangerous, or exotic animals as pets within city limits, including big cats, primates, venomous reptiles, and most non-domestic species, with limited zoo and educational exemptions.
Chapter 4 of the Fargo Municipal Code defines prohibited animals to include lions, tigers, bears, wolves, primates, alligators, venomous snakes, and other species considered dangerous to public health and safety. Existing owners as of the ordinance date may be grandfathered if they registered with Fargo Cass Public Health and Fargo Animal Shelter. Licensed zoos, wildlife rehabilitators, and educational facilities working with NDSU may apply for exemptions. North Dakota also regulates non-traditional livestock under NDCC chapter 36-01 through the Board of Animal Health, layering state requirements on top of city rules.
Violations are misdemeanors under Fargo Chapter 4 punishable by fines up to 1500 dollars per day, animal seizure, and impoundment costs charged to the owner.
