Allen County's Animal Control Ordinance regulates 'domestic animals,' not exotic species. It sets no specific county-wide exotic-pet permit. Exotic and wild animals are instead governed by Indiana law and the state Department of Natural Resources; incorporated cities may add their own bans.
The Allen County Code Title 8, Article 33 defines 'Animal' to mean a 'Domestic Animal,' and defines domestic animals as those accustomed to live about human habitation - cats, cattle, dogs, fowl/birds, goats, horses, swine, and lab/pet species such as mice, hamsters, and rabbits. The ordinance therefore contains no exotic-pet permit or ban for the unincorporated county. Possession of exotic or wild animals in Indiana is regulated at the state level: the Indiana Department of Natural Resources requires permits for many wild animals, and dangerous wild-animal possession is restricted under state administrative rules (312 IAC 9). Residents should check DNR permit requirements and any city ordinance (Fort Wayne, New Haven) before keeping an exotic animal.
There is no county exotic-pet penalty because the ordinance addresses only domestic animals. Illegal possession of a wild or exotic animal is enforced by the Indiana DNR under state permit rules, with confiscation and state penalties.
