AZGFD regulates exotic animals under ARS Title 17 and R12-4-406. Restricted species need a Special License. Gila monsters are protected under ARS 17-309. Town Code Ch. 4 limits residential keeping.
Exotic pet ownership in Oro Valley is governed by a combination of state wildlife law and municipal animal code. Arizona Administrative Code R12-4-406 categorizes wildlife into restricted and non-restricted species. Restricted species (big cats, bears, wolves, venomous reptiles, primates, and certain large constrictors) require a Special License from the Arizona Game and Fish Department for lawful possession. Non-restricted species (hedgehogs, sugar gliders, certain reptiles) may be kept without a state wildlife license. Oro Valley Town Code Chapter 4 prohibits keeping wild, exotic, vicious, or dangerous animals in residential zones unless the owner holds all required state and federal permits. The proximity of Oro Valley to the Coronado National Forest and Catalina Mountains means native wildlife including javelina, coyotes, bobcats, rattlesnakes, Gila monsters, and mountain lions are present in residential areas. Gila monsters are protected under ARS 17-309; possession without a license is a Class 2 misdemeanor. Keeping any native Arizona wildlife species without an AZGFD license is illegal. Venomous reptile possession requires a Special License and secure enclosure meeting AZGFD specifications. Escape-proof housing, liability provisions, and notification to local authorities may be required for restricted species. Pima County Animal Care Center responds to exotic animal complaints and escaped exotic animal reports.
Possession of restricted wildlife without Special License: Class 2 misdemeanor, up to $750 fine plus 4 months jail. Possession of protected species (Gila monster): Class 2 misdemeanor under ARS 17-309. Exotic animal at large: owner liable for capture costs and damages.
