Henry County, GA Animal Ordinances: Mandatory Spay/Neuter (2026)

Sec. 3-4-9 lists unlawful acts under the county's animal control ordinance, and item (10) makes it unlawful to fail "to sterilize animals adopted from the Henry County Animal Care and Control shelter as required," tying the sterilization duty to the adoption contract rather than to pet ownership generally. Separately, Sec. 3-4-11 regulates keeping miniature pigs and miniature goats, capping ownership at "one (1) miniature pig or two (2) miniature goats" on any property under three acres, requiring at least one acre and a sturdy fenced enclosure (not invisible fencing) if the animals are kept outdoors, requiring negative testing for swine brucellosis and pseudorabies for pigs, and requiring tusk removal or trimming. Subsection (e) adds the sterilization mandate for this species: "Male miniature pigs and miniature goats must be neutered." No comparable blanket requirement appears for dogs and cats generally; Sec. 3-4-22 instead governs rabies vaccination and tag/collar requirements for dogs and cats, a separate obligation from sterilization.
