Shenandoah, TX Animal Ordinances: Mandatory Spay/Neuter (2026)

Section 10-130, the last section of Chapter 10's impoundment article, addresses spay and neuter only in the context of animals acquired through the county shelter system. If a person elects to purchase an unneutered or unspayed animal from the county animal service center, that person is required to have the spay or neuter surgery performed, with payment made in advance and covering any other prior veterinarian charges already incurred on the animal. Nothing in this section, or elsewhere in Chapter 10, imposes a general duty on Shenandoah pet owners to spay or neuter animals obtained from a breeder, a private seller, a friend, or any source other than the county shelter.

The surrounding sections show why this rule exists where it does: Sections 10-125 through 10-129 hand disposal, redemption and processing of impounded animals over to the county animal service center's own procedures, and Section 10-130 closes that same loop by making sure an animal leaving the shelter unaltered doesn't stay that way. Because the requirement is tied specifically to a shelter purchase transaction, it functions more like a condition of sale than a blanket municipal spay/neuter mandate, and Shenandoah residents acquiring pets outside that channel are not covered by this section.
