Summary
Tippecanoe County does not require every pet fixed. But an owner cited for at-large, inoculation, restraint, humane-treatment or habitual-offender violations, or who owns a hazardous animal, must sterilize that animal or pay a $250 opt-out fine under § 90.10(B) and (D), with steep penalties for breaking the agreement.
(B) Subject to division (D), owners who commit a violation of §§ 90.03 (Prohibited Acts), 90.04 (Inoculation), 90.05 (Restraint), 90.06 (Humane Treatment), or 90.07 (Habitual Offender), and owners of a hazardous animal must, in addition to paying the fines imposed for those violations, have the subject animal sterilized or agree to do so. This division (B) does not apply to an animal that has already been sterilized. (C) Subject to division (D), if an owner is required to have the owner's animal sterilized under division (B), the owner shall sign an agreement to have the animal sterilized within 30 days. The owner shall provide proof of sterilization to the Animal Control Officer within 45 days. (D) ... an owner ... may, in the alternative, decline to enter into an agreement and, instead, pay a fine of $250. ... (E) If the owner enters into an agreement under division (C) and fails to comply with the agreement, the owner is subject to a fine of $2,500, the Animal Control Officer is permitted to seize the animal and arrange for the sterilization at the owner's expense.

Full Breakdown
§ 90.10(B) requires owners who violate §§ 90.03, 90.04, 90.05, 90.06 or 90.07, and owners of a hazardous animal, to have the animal sterilized or agree to do so, in addition to the fine for the underlying violation, unless the animal is already sterilized. § 90.10(C) gives the owner 30 days to sign a sterilization agreement and 45 days from the violation to provide the Animal Control Officer proof of sterilization. § 90.10(D) lets a qualifying owner decline the agreement and instead pay a $250 fine, but that alternative is unavailable to habitual offenders under § 90.07, owners found to have committed cruelty under § 90.06(B) or (C), owners who already broke a prior agreement, and owners of a hazardous animal who failed to confine it under § 90.05(C). § 90.10(F) delays the deadline if a veterinarian certifies sterilization would harm the animal's health, defaulting to a six-month delay if the veterinarian sets no specific date.
Violations & Fines
Breaking a signed sterilization agreement carries a $2,500 fine under § 90.10(E), and the Animal Control Officer may seize the animal and arrange sterilization at the owner's expense, plus seek a court order of injunctive relief compelling the owner to perform. Owners who are barred from the $250 opt-out under § 90.10(D), such as hazardous-animal owners and habitual offenders, are deemed to have agreed to sterilize and face the § 90.10(E) penalties if they fail to comply.
