Fountain Valley, CA Animal Ordinances: Pet Groomer Rules (2026)

Fountain Valley Municipal Code Chapter 21.42 allows only limited, low-impact businesses inside a residence, and § 21.42.040 spells out the uses that are considered not incidental to or compatible with residential activities. Item (3) reads "Animal hospitals and grooming facilities," and item (6) reads "Commercial kennels." Both are prohibited outright as home occupations in the City of Fountain Valley, so the director has no discretion to approve a grooming business as a home occupation permit.

The prohibition also follows from the permit standards a home business must meet. Under § 21.42.060 the director must find that there are no direct sales on the premises, that the use does not generate pedestrian or vehicular traffic beyond what is normal for the neighborhood, and that the dwelling and any accessory structure are not altered so they could reasonably be recognized as serving a nonresidential use through noise, sounds, lighting or similar features. Section 21.42.040(1) separately bars any use that generates six or more additional vehicle trips per day, a threshold a client drop-off and pick-up routine is likely to test. Accessory structures and outdoor space cannot be used for the business either, so a backyard grooming studio does not fit.

Item (16) of § 21.42.040 adds a catch-all: other uses the director deems similar to those listed, which could cause objectionable impacts such as noise or increased pedestrian and vehicular traffic on neighboring residentially zoned parcels, are also prohibited. Mobile grooming that only travels to clients' homes is a different question and this section does not address vehicles on the road, but any grooming that happens at the groomer's own residence falls under item (3).

Groomers who want a fixed location in the City of Fountain Valley have to look at commercial space, where the parking schedule in the city's Development Code treats pet grooming as its own use.
