Prince George's County requires an animal hobby permit for anyone keeping five or more animals larger than a guinea pig that are over four months old. Kennels, catteries, and similar operations need a separate facility license.
Under County Code Sec. 3-148.02, anyone who keeps or harbors five or more animals larger than a guinea pig over four months of age must first obtain an animal hobby permit. The permit does not apply to licensed animal holding facilities, licensed veterinary hospitals, circuses or traveling exhibitions, or the keeping of farm animals, fish, or birds. The annual fee is $5.00 and the permit is valid for one year. Commercial operations, such as kennels, catteries, pet shops, and grooming establishments, require a separate facility license under the Division 5 licensing rules (Sec. 3-149 series). All dogs, cats, and ferrets over four months must still be individually licensed under Sec. 3-125.
Keeping five or more qualifying animals without a hobby permit, or running an unlicensed facility, results in citations and fees.
