The kennel/cattery permit process (WCC 55.400) requires construction drawings of the enclosure, an inspection, notice to neighbors and animal-control-board review; WCC 55.410 sets minimum kennel construction standards. These limits apply only in designated congested areas.
Exceeding the three-dog / seven-cat limit without a permit in a congested area is a code violation subject to citation and abatement; the county can require permitting or removal of excess animals.
