Fort Worth Code Chapter 6 limits residences to a combined total of five dogs and cats four months of age or older. Permits are denied when the property cannot adequately house the animals or sustained odor, noise, or sanitation complaints exist. Pet limits do not apply to litters under four months, licensed kennels, veterinary clinics, foster homes affiliated with permitted rescues, or shelters. The cap applies per dwelling, not per resident.
