Sedgwick County's animal code sets no fixed maximum number of dogs or cats per household in unincorporated areas. Instead, animals are limited functionally: dogs 5 months or older must each be licensed, and keeping too many animals can trigger the nuisance-animal provisions if it causes odor, noise or safety problems.
Chapter 5 contains no numeric per-household pet cap for the unincorporated area. Control comes through two mechanisms: sec. 5-66 requires an owner/harborer of any dog five months or older to obtain and possess an annual (or three-year on renewal) county license for each dog; and sec. 5-161 lets the county declare animals a nuisance where their maintenance causes discomfort by odors, insects, noise, nonconfinement or safety hazards — the practical constraint on hoarding-scale numbers. Larger animals have their own space and setback thresholds (sec. 5-161(a)). Incorporated cities such as Wichita may impose their own explicit dog/cat count limits.
Failing to license each qualifying dog, or keeping animals so as to create a nuisance, is a chapter 5 violation with fines up to $500 fixed by the county court.
