In unincorporated Douglas County you may keep no more than 8 household pets on conforming A-1 or LRR parcels, and no more than 4 household pets in all other zone districts. Keeping more than four dogs over four months old requires an approved kennel.
Section 2402 of the Douglas County Zoning Resolution caps household pets (dogs, cats, pot-bellied pigs) at 8 per parcel on conforming A-1 and LRR land, and 4 per dwelling in all other zone districts, counting only animals over 4 months old. Tropical fish, small caged rodents, and small birds don't count unless kept commercially or outdoors. Separately, dog resolution R-998-100 §1.05(4) bars keeping more than four dogs of four months or older on any premises unless they are housed in a kennel approved under the Zoning Resolution. Commercial kennels and boarding facilities require the applicable zone-district approval. Incorporated towns set their own household-pet limits.
Exceeding pet limits is a Class 2 petty offense under R-998-100 (fine up to $300 per offense) and/or a zoning violation enforced by Douglas County Planning; keeping 5+ dogs without an approved kennel is prohibited.
