The maximum number of dogs over four months of age depends on the zone district: residential RS, RM, and RH parcels allow up to 4 dogs per unit; RE, AR, RR, RC, AI, AE, TPZ, and RPR parcels under 5 acres allow up to 6; and those same rural/agricultural zones on parcels greater than 5 acres allow up to 8. Above those by-right counts, a "hobby kennel" administrative use permit is required - 5 to 8 dogs in RS/RM/RH, 7 to 15 in the smaller rural zones, and 9 to 20 in the larger rural zones. Keeping dogs above the hobby-kennel range, or keeping dogs owned by others or offering boarding/training/grooming, is a commercial kennel allowed only in zones permitting kennels and subject to an Environmental Health kennel permit. Dogs used in herding livestock and up to two guard dogs per non-residential business are excluded from the table. Personal dog keeping is limited to no more than one litter per 12-month period regardless of how many dogs are owned. Cats are largely unregulated by the county: Code 8.05.080 provides that the animal-control chapter does not regulate domestic cats except for disease-control provisions, so there is no licensing requirement or numeric cap on cats.
Exceeding the by-right dog count without the required hobby-kennel or commercial-kennel permit conflicts with the zoning code and is an infraction under Code 8.05.370, and excessive animals may be abated as a public nuisance under Development Code 11.67. Breeding more than one litter per 12 months is treated as a commercial kennel needing a permit.
