Full Breakdown

Yuba County's Development Code classifies veterinary services, care for household pets and farm animals, including 24-hour boarding, as a commercial use (§11.72.040). It is barred outright in Exclusive Agricultural (AE) and Agricultural Industrial (AI) land, allowed only by Conditional Use Permit in the Agricultural/Rural Residential (AR) district (Table 11.05.020). In Rural Community zones it needs a Conditional Use Permit in Rural Residential and an Administrative Use Permit in Rural Commercial, and is barred outside the village growth boundary (Table 11.06.020). Commercially, it's permitted by right in General Commercial and Light Industrial, but needs a Minor Use Permit in Commercial Mixed-Use and Employment Center zones.

Violations & Fines

Operating a veterinary clinic without the required use permit is a Development Code violation and declared a public nuisance under §11.67.040, punishable as a misdemeanor or infraction under §11.67.050.
