Polk County, IA Animal Ordinances: Veterinary Clinic Zoning (2026)

Polk County's zoning ordinance groups animal hospitals, veterinary clinics, animal shelters, animal training facilities and boarding kennels together under Article 4, Division 4, Section 4(V) as Animal Services. The baseline nuisance rule in (V)(1) makes clear that animals kept at these facilities must not become a public or private nuisance, and any animal not confined to the property or kept in a way that detrimentally affects public health or welfare is treated as a nuisance the county can act on. The site-design standard in (V)(2) is the real teeth of the section: any outside exercise area or any structure sheltering animals that does not completely conceal animal noise has to sit at least 200 feet from a residential zoning district boundary, an existing dwelling unit, or a building containing an office, and the fence around an outdoor exercise area cannot come closer than 15 feet to a property line.

The ordinance also bans putting an exercise area in the front yard of the property outright. Subsection (V)(3) allows a narrow extra use on these sites: fenced livestock enclosures are permitted within designated Open Space at an animal hospital, veterinary clinic or animal shelter as long as vegetative ground cover is maintained, but that space is meant only to support the Animal Service use itself, such as boarding a client's livestock, and cannot be used for the operator's own personal livestock keeping.
