Tuscaloosa, AL Animal Ordinances: Veterinary Clinic Zoning (2026)

Section 25-101(c)(1)(ii) of the zoning ordinance sets three specific standards for veterinary clinics as a commercial use. First, the facility has to include a means of disposing of medical waste, including biohazardous waste, that complies with applicable federal, state and city requirements; this is a general compliance duty rather than a single named disposal method, so the clinic operator has to document how sharps, pharmaceuticals and other regulated waste leave the site. Second, any outdoor animal pen established on or after January 1, 2025 on a property covered by the neighborhood compatibility standards in Article VI, Division 7 must sit at least 150 feet back from the protected property, a distance meant to buffer adjoining residential uses from noise and odor associated with outdoor kenneling.

Third, in the UC (urban core) and DP (downtown periphery) zoning districts, animal pens and cages cannot sit outdoors at all: they must be fully enclosed inside a building, and that building has to be insulated well enough that noise and odor from the animals cannot be detected by ordinary human senses from off the property. These standards sit within the same commercial-use standards section that separately regulates kennels, which require a 250-foot residential setback and daylight-only outdoor exercise areas, reflecting the ordinance's broader effort to keep animal-related noise and odor away from nearby homes downtown.
