Wildlife feeding in Florida is governed by the Fish and Wildlife Conservation Commission under Florida Administrative Code 68A-4.001, not by a Lee County ordinance. Intentionally feeding bears is prohibited, and placing, allowing, or offering food or garbage that attracts bears and is likely to create a nuisance is prohibited after written notice from FWC. The rule also prohibits feeding pelicans, sandhill cranes, and non-human primates, and bars placing food in a manner that attracts black bears, coyotes, foxes, and raccoons. Lee County Animal Services deals with domestic animals; nuisance-wildlife feeding complaints are referred to FWC.
FWC enforces. Feeding-rule violations start at a $100 civil penalty and escalate; serious violations can rise to a third-degree felony punishable by up to 5 years in prison and/or a $5,000 fine.
