ORS 496.012 directs ODFW to manage wildlife, and OAR 635-056-0050 makes it unlawful to place, expose, deposit, or scatter feed, salt, or other attractants for deer, elk, antelope, mountain goats, bighorn sheep, bears, or cougars. The ban covers private and public land. Bird feeders and feeding for agricultural protection are exempted, but feeders that attract bears must be removed. ORS 498.012 separately addresses unlawful taking and harassment. Local jurisdictions such as Ashland and Sisters have added supporting bans, but the state rule applies everywhere regardless of local action.
Violation is a Class A misdemeanor under ORS 496.992 with fines up to $6,250 and 364 days jail. ODFW may also issue civil citations and require removal of attractants.
