County Code 9.60 makes intentional feeding of non-domestic mammals a public nuisance. The ordinance targets suburban-wildlife conflicts in foothill areas (Fair Oaks, Orangevale, Wilton) and Delta communities where raccoons, coyotes, and wild turkeys have become habituated. Bird feeders are allowed provided they are positioned and maintained to avoid attracting mammals; spillage that draws rodents or raccoons can itself trigger enforcement. Feeding waterfowl along the American River Parkway is separately prohibited under Regional Parks rules.
