SLCRO §611.210 declares any animal that defaces public property, causes unsanitary conditions, or attracts pests a public nuisance. Stagnant water collecting on private property is itself a §602.050 nuisance because of mosquito breeding.
St. Louis County does not have a stand-alone wildlife-feeding ordinance, but the broad animal-nuisance and air-pollution-nuisance provisions in Chapters 602, 611, and 612 are used to abate situations where residents attract deer, raccoons, or feral cats. The county Vector Control program (314-615-8935) sprays for mosquitoes and investigates standing-water complaints. Carcasses must be buried or destroyed within 24 hours of death.
