Summary
A wildlife rehabilitation facility in unincorporated Lake County cannot open on a zoning certificate alone. County Code Section 151.112(DDD) requires a delegated conditional use permit, an 80,000-square-foot minimum site, 30-foot setbacks for rehabilitation structures, and site capacity/site plan review run alongside the permit case.
(DDD) Wildlife rehabilitation facilities. This use shall be allowed only by a delegated conditional use permit. Setbacks, screening, and noise abatement requirements shall be addressed as part of the conditional use permit. The following standards shall apply: (1) The use shall be subject to the site capacity/site plan review procedures of § 151.070... (2) The site shall contain a minimum of 80,000 square feet. (3) All structures containing rehabilitation activities shall be set back a minimum of 30 feet from all property lines. (4) When adjacent to a residential use, all structures containing rehabilitation activities shall be separated from the residential use by providing landscaping consisting of one plant unit per every 100 linear feet. Additional site-specific screening may be required by the Zoning Board of Appeals as a condition of approval. (5) Wildlife education shall be allowed as an accessory use to a wildlife rehabilitation facility... only if expressly approved as part of the conditional use permit application. (6) State and federal wildlife permits shall be obtained as required by law.

Full Breakdown
112(DDD) of the Unified Development Ordinance, not a by-right home activity. 070 runs concurrently with that permit review rather than as a separate track. 8 acres, before rehabilitation activity can be sited on it at all, and every structure housing rehabilitation activity must sit back a minimum of 30 feet from all property lines. Where the facility sits next to a residential use, the code requires landscape screening equal to one plant unit per 100 linear feet along that boundary, and the Zoning Board of Appeals can require additional site-specific screening as a condition of approval on top of that baseline.
Setbacks, screening, and noise abatement measures are all worked out case-by-case in the conditional use permit itself, so there is no fixed county-wide noise limit for these facilities beyond what the permit imposes. Any accessory wildlife education programming, tours, school visits, or similar public attendance, is allowed only if it is expressly approved in the conditional use permit application, and the permit is what sets the limits on attendance, hours, days of operation, and how often programming can run. S. Fish and Wildlife Service requires for the species being rehabilitated, and the code's own commentary limits rehabilitation to species the operator's state and federal permits actually cover, excluding species not naturally found in the wild in the United States or considered exotic.
Violations & Fines
Operating a rehabilitation facility without an approved conditional use permit, or outside its conditions, is a zoning violation under Section 151.251(G)-(I). The Planning, Building and Development Director enforces the chapter (Section 151.250), and for a non-emergency violation must give notice with ten days to correct before further action (Section 151.257(A)). The county can withhold or revoke permits, issue a stop-work order, and seek injunctive relief (Section 151.253); each week a violation continues is a separate offense (Section 151.252). Absent a more specific penalty, Section 10.99's general penalty of up to $1,000 per day applies. Appeals of enforcement actions go to the Zoning Board of Appeals under Section 151.058.
