Working without a permit triggers an investigation fee under Section 8.1.01.1(e) equal to the permit fee, collected whether or not a permit is later issued; a repeat violation by the same permittee escalates the investigation fee to three times the permit fee, then four, five, and up to a maximum of ten times the permit fee for further violations. Dangerous equipment found under Section 8.2.102(b) can be ordered removed, repaired, or disconnected by the Building Official, with immediate physical disconnection authorized where the danger to life or property is extreme.

Plumbing Permits

Clovis enforces the 2025 California Plumbing Code, incorporating the 2024 Uniform Plumbing Code, under Municipal Code Section 8.6.101. A local amendment requires a pressure test and permit before restoring gas service that has been off 90 days or longer at any building in the city.

Restoring gas service without the required pressure test, appliance approval, and permit is enforceable by the Building Official under Section 8.6.102(a). Separately, any plumbing work performed without a permit triggers an investigation fee under Section 8.1.01.1(e) equal to the permit fee on the first offense, rising to three, four, five, and eventually up to ten times the permit fee for repeated unpermitted work by the same party, regardless of whether a permit is later obtained.

Fire Sprinkler Requirements

Clovis Fire Code Section 903.2.8 requires an automatic sprinkler system in every Group R building, covering single-family homes, townhomes, apartments and other residential occupancies, with no minimum size trigger. The Building Official can respond with an administrative citation under Title 1, Chapter 1.7, a Notice to Appear under Title 1, Chapter 1.2, or refer the matter to the City Attorney for legal action, and building without a permit also draws the Section 304.5.2 investigation fee described above.

Building Inspections

Clovis Municipal Code Section 8.1.01.1(f) rewrites the Building Code's Section 305.5 to require the building official's approval before covering reinforcing steel, structural framing, or fire-resistive joint protection. It fixes six mandatory inspection stages, from the foundation through the final walk-through, that every permitted project must pass before work can proceed or a certificate of occupancy issues.
