El Cajon Municipal Code Section 15.60.010 adopts the 2025 California Green Building Standards Code, including appendix chapters A4 and A5, as the city's green building code for all residential and commercial construction. Adopted by Ordinance 5163 on October 28, 2025, it applies the state code's provisions citywide through the building permit process.

Section 15.60.040 makes any violation of the chapter punishable under the general penalty clause in Section 1.24.010, or any other penalty the city council adopts, in addition to permit denial or a stop-work order from the building official.

Plumbing Permits

El Cajon adopts the California Plumbing Code, 2025 Edition, in full as its plumbing code, requiring permits for plumbing installations and materials citywide. An investigation fee equal to the permit fee applies to unpermitted work discovered after the fact.

Building Inspections

El Cajon requires anyone completing permitted electrical work to notify the building inspection division within 24 hours, and the city must inspect within 48 hours. Any defects found must be fixed within 10 days, and hidden wiring cannot be concealed before it is inspected.
