Building Safety in Orange, CA: What Residents Actually Need to Know

Anti-Mansionization
Every primary home built or expanded in Orange's residential zones must fit under the floor area ratio ceiling set by lot size: 0.60 FAR on lots under 10,000 square feet, dropping to 0.50 and then 0.40 as lots grow past 40,000 square feet. Orange adopts the 2025 CALGREEN Code by reference under Municipal Code Chapter 15.17 and layers on a local amendment requiring weather-based or soil moisture-based irrigation controllers for new landscaping, checked at final inspection by the Building and Safety Division, with violations punishable by fines up to $1,000 per day.

Fire Sprinkler Requirements
Orange's Fire Code amendment requires every new building to be fully sprinklered once its total floor area passes 5,000 square feet in Type I-IV construction or 3,000 square feet in Type V construction, regardless of fire-area or allowable-area exceptions elsewhere in the code. A narrow exception applies to commercial buildings cut below that threshold by 3-hour fire walls.

Unpermitted electrical work draws fines up to $1,000 per day and up to six months in jail under Section 15.24.030.
