Building Safety in Palmdale, CA: What Residents Actually Need to Know
If you live in Palmdale or are thinking about moving there, building safety are one of those things you probably won't think about until they affect you directly. Palmdale has 7 specific rules on the books covering different aspects of building safety, and some of them might surprise you.
Building Inspections
Every permitted construction project in Palmdale must pass a series of required inspections before work can proceed or a building can be occupied. Section 108 of the Palmdale Building Code lists foundation, slab, frame, lath and final inspections for building work, plus separate plumbing, mechanical and electrical inspection stages.

Refusing, failing or neglecting to correct noncompliant work identified at an inspection is a violation subject to the penalties set out in the Palmdale Administrative Provisions under § 108.3. Owning, using, occupying or maintaining a structure with noninspected work, meaning work that proceeded past a required inspection point without one, is separately prohibited under § 108.8, and the City can require the work to be uncovered or removed at the owner's expense to allow the missed inspection to occur.
Building Permits
Palmdale requires a permit before almost any construction, alteration, demolition or grading, per PAP § 106.1 of the adopted Palmdale Building Code. A single permit can cover a house and one small accessory building, and the code lists specific exemptions for small sheds, low fences, retaining walls and other minor work.

Building without a required permit, or owning, using or occupying an unpermitted structure under § 106.2, is enforced through the Building Official and can trigger an investigation fee for work performed without a permit under § 107.13 in addition to the standard permit fee. The Building Official may also suspend or revoke a permit under § 106.5.5 when it was issued in error, on incorrect information, or in violation of any ordinance, and unpermitted work must still meet all Palmdale code requirements to be legalized.
Plumbing Permits
Palmdale adopts Chapters 2 through 13, 15 through 17 and listed appendices of the 2025 California Plumbing Code as the Palmdale Plumbing Code under PMC Sec. 8.04.600, and Sec. 106.1 of the shared administrative provisions bars installing, altering or connecting any plumbing system or device without a permit from the Building Official first.

Plumbing work performed without the required permit is enforced as a Palmdale Building Code violation: PMC Sec. 1.12.020 punishes a first misdemeanor conviction with a fine up to $1,000, up to six months in County Jail, or both, and the Building Official can classify unpermitted plumbing work an "Unpermitted structure" under Sec. 106.2, triggering correction orders regardless of when the work was done.
Fire Sprinkler Requirements
Palmdale requires fire sprinklers in new units built through an SB 9 two-unit development only when the lot sits in a high or very high fire hazard severity zone. ADUs are exempt from sprinklers whenever the primary residence does not already require them.

Palmdale is more permissive than most cities when it comes to fire sprinkler requirements. That said, there are still limits.
Door Locking Hardware
Palmdale's Municipal Code Chapter 67, Security Provisions, adopted at PMC Sec. 8.04.255, sets forced-entry-resistant hardware standards for every door on a dwelling unit or single-tenant space that's reachable from a street, yard, corridor, garage, or similar area. Swinging doors need a keyed deadbolt with at least a 1-inch throw and hardened cylinder guards, sliding glass doors and windows must pass concentrated-load tests, and hinge pins must be non-removable from outside.

Chapter 67 is part of the Palmdale Building Code, so noncompliance is enforced the same as any other building code violation: PMC Sec. 1.12.020 makes a first misdemeanor conviction punishable by up to a $1,000 fine, up to six months in County Jail, or both, with escalating infraction fines of $100, $200 and $500 for repeat offenses within a year if the Building Official elects to cite the violation as an infraction instead.
Electrical Permits
Palmdale adopts Articles 90 through 840 of the 2025 California Electrical Code as the Palmdale Electrical Code under PMC Sec. 8.04.300, and Sec. 106.1 of the shared administrative provisions bars anyone from installing an electrical system or device without first obtaining a permit from the Building Official. Homeowners cannot self-permit solar, battery storage or service-panel upgrades tied to the utility grid.

Green Building Code
PMC Sec. 8.04.775 adopts Chapters 2 through 8 and Appendix Chapters A4 and A5 of the 2025 California Green Building Standards Code as the Palmdale Green Code (PGC), applying to every project that needs a Palmdale building permit. The current 2025 edition, adopted by Ordinance 1661 on October 21, 2025, replaced the 2022 edition the City had adopted under Ordinance 1595.
