Plumbing Permits

Winter Haven Code of Ordinances Section 5-41 adopts the 1994 Standard Plumbing Code, with its appendices A, B, C, D, F, I and J, as the city's plumbing code. Section 5-43 puts the building official in charge of enforcing it and strips out the plumbing code's own administrative sections in favor of the city's own permit and enforcement rules.

The plumbing code's own penalty sections (108.1 through 108.5.2) are deleted by Section 5-43(b) and replaced with the city's ordinary enforcement path: the building official inspects the work, and an uncured violation is punishable under the Code's general penalty at Section 1-13, a fine up to $500, with each day the violation continues counted as a separate offense.

Building Permits

Winter Haven Code of Ordinances Section 5-9 requires a permit from the building official before any structural work, permanent or temporary, and before nonstructural work whose materials cost more than $800. The rule applies to every person, contractor or subcontractor doing the work, not just licensed trades.

Absent a specific penalty, a Section 5-9 violation falls back on the Code's general penalty at Section 1-13, up to $500 per day.
