Building outside these setbacks violates the Zoning Code: the Director of Planning and Zoning can issue a stop-work or corrective-measures order and revoke the permit, and under § 21.36.030 the violation is itself a misdemeanor, fined as set by the City Council.

Structure Height Limits

Single-family homes in Annapolis's R1 zoning district are capped at 2.5 stories and 35 feet, but a block-face averaging rule can pull the real limit lower than that table maximum.

Key details: R1 max height: 2.5 stories / 35 ft. Real limit: Lesser of table cap or block average. Exception: New construction behind existing ridgeline. Governing section: Annapolis City Code § 21.50.010.

Building above the R1 table maximum of 2.5 stories/35 feet, or above the block face's average height where that governs instead, puts the structure out of compliance with the Zoning Code and can require it to be altered or reduced to meet the applicable limit.

Lot Coverage Limits

Within Annapolis's Critical Area Overlay, impervious lot coverage is capped by underlying zoning district: from 50% for residential lots up to 95% for I1 industrial, with tighter grandfathered limits on small pre-1985 lots.

Key details: Residential IDA cap: 50% of site. Maritime IDA cap: 80% of site. I1 industrial IDA cap: 95% of site. Old small LDA/RCA lots: 15%–25% capped. Permeable paving: can be exempted.

No permit issues if a project exceeds its district's cap; the Director of Planning and Zoning must find compliance with Chapter 21.54 before issuing any Critical Area permit under § 21.54.030.
